A multi-year government road programme adopted by resolution of the Council of Ministers on 13 April 2021, developed by the Ministry of Infrastructure and carried out by the General Directorate for National Roads and Motorways (GDDKiA). It provides for the construction of 100 bypasses on the national road network with a total length of approx. 820 km, with a declared budget of approx. PLN 28 billion financed from the National Road Fund managed by Bank Gospodarstwa Krajowego. The aim is to move transit traffic out of localities, improve road safety and increase network capacity. By the end of 2024, several of the first bypasses had been opened to traffic (including Smolajny, Brzezie, Grzymiszew, Stryków), and several dozen more were under construction, in tender, or in preparation. In September 2025, the Supreme Audit Office (NIK) indicated that, despite secured financing, the programme was not being conducted entirely correctly, identifying irregularities at the planning and implementation stages.

Significance

The programme is a flagship initiative to expand the bypass network on national roads, intended to move transit traffic out of approx. 100 localities, reduce noise and pollution, and increase safety and capacity. The scale of the declared budget (approx. PLN 28 billion) and length (approx. 820 km) makes it one of the largest road programmes in Poland this decade. The pace of implementation met with criticism: by the end of 2024 only a few bypasses had been opened against the 100 planned by 2030. In September 2025, NIK assessed that the investment process was not always conducted correctly, and the total amount spent in violation of the law exceeded PLN 84 million, with identified shortcomings in project documentation and in the maintenance of some structures.
