Projekt ochrony przeciwpowodziowej w dorzeczu rzeki Odry (POPDO), przygotowany i finansowany we współpracy z Bankiem Światowym, był pierwszym dużym programem ochrony przeciwpowodziowej Odry realizowanym z udziałem międzynarodowych instytucji finansowych i poprzednikiem późniejszego, rozszerzonego Projektu Ochrony Przeciwpowodziowej w Dorzeczu Odry i Wisły (POPDOW). Umowę pożyczki nr 7436-PL z Międzynarodowym Bankiem Odbudowy i Rozwoju (IBRD) na kwotę 140,1 mln euro podpisano 11 maja 2007 r., po zatwierdzeniu projektu przez Radę Wykonawczą Banku Światowego 21 marca 2007 r.; równolegle podpisano umowę ramową z Bankiem Rozwoju Rady Europy (CEB) na 204,9 mln euro. Całkowity koszt projektu oszacowano w 2007 r. na ok. 505 mln euro, finansowany także z Funduszu Spójności UE oraz budżetu państwa. Program obejmował głównie budowę suchego zbiornika (polderu) przeciwpowodziowego Racibórz Dolny na Odrze oraz modernizację Wrocławskiego Węzła Wodnego (zwiększenie zdolności przeprowadzenia wód powodziowych przez Wrocław do ok. 3100 m3/s), a także wzmocnienie systemu zarządzania powodziowego i zarządzanie projektem. Pierwotny termin zamknięcia pożyczki Banku Światowego (30 listopada 2014 r.) był kilkukrotnie przedłużany; ostatecznie datę zamknięcia ustalono na 30 czerwca 2020 r., a projekt Bank Światowy uznał za zamknięty. Elementem obu projektów (POPDO i POPDOW) był zbiornik Racibórz Dolny oraz Wrocławski Węzeł Wodny, ujęte w zbiorze także jako odrębne rekordy. POPDO figuruje tu jako strategiczny wehikuł finansowy tych inwestycji.

Significance
POPDO był pierwszym dużym projektem ochrony przeciwpowodziowej Odry współfinansowanym przez Bank Światowy i CEB i uruchomił budowę największej budowli przeciwpowodziowej w Polsce, suchego zbiornika Racibórz Dolny, oraz modernizację Wrocławskiego Węzła Wodnego. Zgodnie z celem projektu jego efekty miały chronić przed powodzią ponad 2,5 mln mieszkańców miast w dorzeczu Odry (m.in. Racibórz, Kędzierzyn-Koźle, Krapkowice, Opole, Brzeg, Oława i Wrocław). POPDO stworzył też ramy instytucjonalne i finansowe kontynuowane następnie w rozszerzonym projekcie POPDOW (dorzecze Odry i Wisły).
