Modernisation of the Porąbka-Żar Pumped-Storage Power Plant
The modernisation programme of the Porąbka-Żar pumped-storage power plant in Międzybrodzie Bialskie (Śląskie Voivodeship), the only underground power plant in Poland and the country's second-largest pumped-storage plant, with a capacity of 540 MW. The investor is PGE Energia Odnawialna of the PGE group. The programme covers the replacement of four hydro units with their auxiliary installations and the modernisation of the upper reservoir on top of Mount Żar, the water intakes and the tunnels. The technological part was awarded on 22 July 2022 to a consortium of GE Hydro France and Mostostal Warszawa for PLN 1.12 billion gross; an indexation annex of January 2025 raised the contract value by 15%, to PLN 1.29 billion gross. Work on site began in May 2024 with the draining of the upper reservoir, and the replacement of the turbine units was scheduled to start in October 2024. Operation of the four new units was planned for early 2028. In December 2025 PGE Energia Odnawialna withdrew from that contract, citing among other things delay and the impossibility of completing the investment on time, charged contractual penalties (PLN 4.72 million and PLN 105.33 million) and demanded repayment of an unsettled advance of PLN 151.59 million. In April 2026 Mostostal Warszawa started arbitration against its consortium partner. A separate task, the modernisation of the upper reservoir and the waterway (planned cost PLN 203.38 million net), was carried out by general contractors led by Polish firms, and in July 2026 PGE Energia Odnawialna signed a KPO loan of PLN 152.64 million for it.

Significance
After the modernisation the plant's capacity is to remain unchanged, but its operational efficiency is to increase: the hydro units are to be adapted to long-term operation in compensation mode and to need repairs less often. The investor points to adapting the installation to the needs of the capacity market, the energy market and system services, and to extending the plant's service life. The withdrawal from the technological-part contract in December 2025 left the replacement of the hydro units without a contractor, and the further course of the modernisation has not been announced.
