A flagship cultural investment in Toruń (Kujawsko-Pomorskie Voivodeship): the construction of the seat of the Camerimage European Film Centre, a state cultural institution linked to the EnergaCamerimage festival. Its co-founders and co-financers are the Ministry of Culture and National Heritage, the Municipality of the City of Toruń and the Tumult Foundation, and the cost of building the premises was estimated in September 2019 at approx. PLN 600 million (PLN 400 million from the ministry and PLN 200 million from the city). The project was divided into two stages. Stage I – the film studio – is being carried out by the Toruń-based company Erbud (contract from the beginning of October 2023, design by the Austrian studio Baumschlager Eberle Lustenau), with completion planned for the first half of 2026. Stage II, covering the remaining, considerably larger part of the building, has been on hold since autumn 2024: the ministry called for investment activities to be halted, indicating that the costs and schedule were not realistic and required verification.

Significance
The investment is intended to provide Toruń with a professional film production studio and a permanent seat for the international EnergaCamerimage festival, strengthening the city's position on the country's cultural map. Implementation is, however, uneven: while stage I (the studio) is under construction with a completion date in the first half of 2026, the future of the considerably larger stage II depends on decisions by the Ministry of Culture, which since autumn 2024 has been halting investment activities, questioning the realism of the costs and schedule as well as the formula for jointly running the institution. The city declared PLN 200 million, but continuation of the second stage remains uncertain, which makes the project a candidate for monitoring the risk of suspension.
