Ostrołęka C Power Plant is an abandoned project for a 1,000 MW coal-fired unit in Ostrołęka, carried out by a special-purpose company owned in equal shares by the state-owned groups Energa and Enea. Works formally began at the end of December 2018, but in February 2020 the partners suspended financing and abandoned the coal variant, earmarking the site for a separate combined-cycle gas unit. Inspectors from the Supreme Audit Office (NIK) judged the way the investment was closed to be flawed and announced a notification to the prosecutor's office.

Why it failed

In February 2020 the partners Energa and Enea suspended financing for the construction of the Ostrołęka C coal unit and subsequently abandoned the coal variant in favour of gas technology; Enea withdrew from the undertaking. A NIK audit assessed the way the project was closed as unlawful and uneconomical, pointing to a loss exceeding PLN 1.3 billion.

The elements of the unit already built were dismantled in March 2021, and the prepared site was designated for a successor combined-cycle gas (CCGT) unit built by Orlen.

Significance

Halting one of the last large domestic coal investments produced a loss estimated by NIK at over PLN 1.3 billion, comprising write-downs by Energa and Enea and a settlement with the general contractor reaching approx. PLN 958 million net. The matter became the subject of a critical NIK report and a notification to the prosecutor's office, and the site where work had begun was later used for a gas unit project.
